Columbia, S.C. – BlueCross BlueShield of South Carolina has promoted William R. Shrader to senior vice president over Actuarial Services, Economics and Health Care Regulation. Previously, Shrader was vice president of Actuarial Services. A Fellow of the Society of Actuaries, a Member of the American Academy of Actuaries and a Fellow of the Life Management Institute, Shrader has more than 37 years of experience in health insurance and has been with BlueCross BlueShield of South Carolina since 1988. Prior to joining BlueCross, he served as group actuary for Provident Life & Accident Insurance Co. He also served as chairman of the board and president of the South Carolina Health Insurance Pool, the state’s high-risk insurance pool, from its inception in 1989 until 1996. He currently serves on the boards of the South Carolina Managed Care Alliance (where he was president in 2007 and 2008), the Covering Carolina Collaborative, the Spring Valley High School Foundation (where he is a past president), and is a member of the State of South Carolina Data Oversight Commission. He previously served on the boards of the Columbia City Ballet, the South Carolina Philharmonic Orchestra, and was a member of the Governor’s Small Employer Health Insurance Benefits Advisory Committee and the Governor’s South Carolina Healthy Connections Ad Hoc Work Group. He was on the honorary adjunct faculty of the Arnold School of Public Health at the University of South Carolina, and he has co-authored a series of papers published in the Journal of Health & Social Policy. Shrader earned a bachelor’s degree in mathematics from the University of Tennessee, graduating with high honors, Phi Beta Kappa and Phi Kappa Phi.
