Tobacco Surcharge Refund

The Center for Medicare and Medicaid Services (CMS) has recently decided to remove the tobacco surcharge for members who are 18 to 20 years old. This update is effective as of January 1, 2020. Members who were impacted will receive a refund for any tobacco surcharge they paid from Jan. 1, 2020 to May 1, 2020 for this member. We have recently sent letters to those members affected.
How members will be refunded
- If the policy is still active - the refund is applied to premiums due. This may result in a credit balance that will be applied to future premiums.
- If the policy is no longer active - the member will receive a check for the refunded amount.
- $0 premium plans - If the premium is $0 after the tobacco surcharge is removed, then the member would receive the refund credit.
